digital pict and lighting question

I have a medium-low light tank(20 gal with two 15 watt bulbs)and a friend was kind enough to let me use his camera. the cheap plant light bulbs on the tank are not bright enough to make the shutter speed slow enough to get clear pictures.
Before I go out and try to buy bulbs with more lumens I wanted some input. the ones i have are GE's plant and Aquarium which are on the red end of the spectrum. which cheap light would give the camera enough light to work- a cool white, an actinic though they cost more or some other bulb.

I don't have a use for the bulbs eccept to light the tank for pictures so I don't want to spend lots.
I have another fixture that I can set on the eclipse hood I have

Maybe just try using an outside light to illuminate the tank, like a bright work lamp shinning through the glass. It will just be temp and then you can go back to the lower light levels.

Does the camera have a flash? If you use the flash, keep the camera close to the glass and at an angle to what you're photographing, you will usually not get glare from the flash this way. I have taken pictures this way of my fish and have them on my web page. Also can you adjust the ISO rating of the camera? You could try this also, but higher ISO setting will decrease the quality of the photo showing more "noise" in the picture. http:www.geocities.com/elgecko1989/fish.html
