i have a red tail shark, and i think one of his fins got nipped cause almost half of it is missing. do they grow back or is he scarred for life?

Often they do if you give them great water quality. My parents have some tetras that have been living for 2 years with partial fins though. I would suggest doing good water changes and giving a good quality food.
my cories have been healing with lots of aloe medicen they were hurt in an argument with my khuli loach ofer the food wafers.
The only time the fins won't grow back (under good water quality) is when the nerve or vein (not sure which!) is cut or severed. Other than that, minor tears should repair themself.
