Setting up a FOWLR 70g setup for my girlfriend with a canister filter do I need to run a air pump and stone for this
 
You shouldn't, if there is enough surface agitation gas exchange should be plentiful.
 
it can only help. you can get a double outlet from Walmart only $11. set up sponge filter & airstone.
 
Don't get an airstone, the bubbles agitate the water as well as the fish. You'll need a couple of really great powerheads for water circulation, that should take care of any oxygen exchange you'll need in the tank. I would go with the koralias, maybe get a few of the different sizes. In my 29g reef I run a koralia #2 and a nano, which is plenty of water movement plus my filters.
 
An airstone in a marine tank will lead to a lot of salt spray / salt creep on the top trim of the tank, any tank cover, and lighting. Adequate surface aggitation / oxygenation can be had with proper powerhead placement.
