Do these really expire?

I got some free aquarium supplies and Seachem Regulator and Proper pH 7.0 powders were amongst the other supplies.

One is printed with the expiration date of 07 02 but if these things are just baking soda, magnesium, etc. do they really expire? I can always test them out and check with my water test kit but I'm wondering if anyone knows so I don't have to waste my chemicals finding out.
 
Although I cannot specifically comment on their actual shelf lives, I will say that there is no real use for either product with most tap water out there.

I do think that Seachem's Neutral Regulator contains sodium thiosulfate as a "conditioning agent," which might have more of an expiration than the actual buffering agents do...but I'm not entirely sure about that...
