It breaks down the chemical bonds of the stuff in the water, converting it into less harmful substances that are ok for your fish. (Hows that for a 13 year old kid?)
Do you add de-chlorinator directly into your tank?

Many of us add water directly to the tank using a Python or similar method. Just add the dechlorinator to the tank immediately before you add the tap water.

I do my maintenance/PWC/drain, then match water temp, add a good dose dechlor directly to the tank, top off the tank and add a little more dechlor.
