my SW system is like that, have current move the water more, it could relate to a dead or "stagnant" spot in your tank
So they hang at the end without the filter? HOB or canister? Maybe a current issue since they are hanging out where the filter discharge isn't.
Is that empty end near a window or high traffic area? Bright lights? Even temp through out tank?
Decor at both ends for hiding/security?

You say its the end you feed them at? I'd say that's the most likely culprit right there. Don't get me wrong, it could well be one of the factors the others have mentioned and they're worth checking out. But my fish do the same thing, as soon as they see me coming they all rush to the front top right hand corner.
Maybe they just think it's feeding time

Try feeding at the othe end for awhile. When I first approach my tank my minnows do that but if I don't feed after a few seconds they dispearse back into the rest of the tank.
I have a shoal of glowlight tetras that have set up camp at one of the tank opposite from a shoal of neon tetras at the other end of the tank.

depends on the tank..they tend to favor the area rthat has the most structure.
my 75 had lots of structure so the fish tend to be all over this tank..the keyholes like to stan where there are cavs..they like the castle(my wife likes it too) the keyholes use caves as do the catfish(ancistrus )

It's not that they don't ever go to the other end of the tank, they just FAVOR one over the other. In answer to the questions: I have an HOB filter, the empty(er) end is near the wall, lighting is consistent over the tank, there's a thermometer at each end of the tank that reads the same temp, and there's hiding places everywhere. I guess they must just think they're going to get fed, or maybe they're just happy to see me!
I have barbs so they are everywhere in the tank. When I used to have less filtration they were in the end with the least current. When it is feeding time, however, they are never more than six inches from me or my hand. Little beggers...
