Bought a piece of Bogwood (that's what it was labelled as) from the store yesterday. So far I've boiled it for an hour, scrubbed it hard under a tap and soaked it overnight. The water in the bucket it was soaking in had virtually no tanins in it this morning. And if you scrape the surface of the wood with your nail then a wood mulch comes off.

Should I take it back to the store?

Naw, that sounds about right. Now, if it's spongy, at least in certain areas, use a wire brush or even a big drill bit (or a drill rasp if you have one) to clean out the spongy wood.

There's almost always a bit of mulchy wood on the outer layer of driftwood. If you have a pleco of any sort, he'll go bonzo over it, they LOVE driftwood. He'll chew on it constantly. Kinda like some of the guys in my family and their "chewbacker". Eh, to each his own.

Sounds fine to me too. My drift wood has little pieces falling off all the time.
