Does my betta have fin rot?

Thanks for all the information about bottled water. I had read somwhere not to use distilled water because it lacks minerals and such, but had not found that out about spring water. I will look for something at the pet supply store tomorrow after work. I just don't want my tanks to be cloudy and stinky if possible.

My ph is a touch high, acutally. It stays at 7.4 in both tanks.
 
Cloudy and stinky sounds liek a bacteria bloom and the smells from ammonia. NOT the tap water. Use it again and see how it looks/smells a week later.

Bettas get jealous of long pretty guppy tails and feel like being a bully sometimes. It happens sometimes when you just have a couple male guppies together too.
I am mad at Walmart right now for putting a few med CAE and a betta with the male guppies, in addition to massive overcrowding.

Sorry for being offtopic but Walmart and LFS guys make me very sad.
