You don't have to have clearances to volunteer in your child's class?
I have to fill out a new form if I intend to volunteer in the class, or on field trips. Everyone who intends to volunteer in our school district has to.

I know they require them to be volunteers in situation were they will be alone with children, but I have never heard of a US school locking a parent out from a school event because of their background when there are others there supervising it as well.
