Double Hood?

I have a 20 gal long , its 12" high. Since the tank is not very high, is it okay to use less lighting than recommended? I have an all glass single tube hood, and I used a 17w bulb that originally came with it for a few months and all of my plants are still alive. I recently bought a 20w plant grow (i think thats the name) bulb. Back to my question, should I upgrade to a double hood? Will this cause an algae outbreak?

I doubt it very much; and if you do, just add some more plants....

Theres not much room for any more plants, the tank is pretty well planted.

Would it be better to get an all glass double strip or should I instead buy 2 sockets and put screw in fluorescents on opposite ends of the tank?
