Driftwood

just add when you're soaking it.. if you let the water come to a boil before adding the wood, most if not all of the chlorine will gas/boil off, similar to the way alcohol in wine and spirits cooks away when used in recipes. :)
 
If you buy from a reputable source, say Drs. Foster & Smith or the like, I don't think it is necessary to do any more than scrub it, boil it for a couple of hours, let it cool and then scrub it and rinse it. The boiling should kill anything undesirable and the boiling should take out enough of the tannin to make it unnoticeable. The boiling should also help waterlog it. A good analogy I read somewhere was that of soaking a teabag in hot water vs. cold. That's been my experience, anyway.
 
Yeah, the miniscule amount of chlorine in the miniscule amount of water that will be on/in the driftwood isn't going to harm anything. If it makes you feel better, add like a 1/10th dose of dechlorinator to your tank after you put the driftwood in so it will neutralize any chlorine that leaches out of the wood.
