Tap water is fine from a cleanliness standpoint - it undergoes pretty rigorous cleaning and testing. You can get all the details on what's in your tap water in your city's water report, which you may be able to find online. I googled my city and 'water report' and found everything I've ever wanted to know about what comes out of my tap
If your tap water is too hard for the fish you'd like to keep, RO (reverse osmosis) water can be mixed with tap water to achieve the desired hardness - IMHO, a much better alternative to using bottled water, which can be a bit of a crap shoot, not to mention that it's expensive.
You really need to see a report on what is in the bottled water and you will never find that. I suggest using tap water unless you have reason to believe it is unsafe to drink. Then filtered water or RO water that has had minerals mixed in for fish health may be best.
I think it depends on where you live. If tap water and drinking water are described independantly, do you mean your tap water isn't drinkable? I know down here in some areas the tap water isn't drinkable. I think it has sulphur or something? Dunno how that would affect fish.
Sometimes I use bottled water for convenience, like if I am doing daily water changes during the cycle and I forgot to condition some tap water.
