IME, tropical fish do lose consciousness long before they freeze. I had a heater fail once and the neons especially I would have taken for dead, laying on their sides at the surface, but they returned to normality as the temperature rose. Ditto a gourami I foolishly as a lad brought home on the back of my bike; apparently dead on arrival, but again revived on warming. Contrariwise, I have seen goldfish moving around under the ice on frozen ponds. I would therefore consider it's coldwater fish which are more likely to be conscious on freezing.
