Looks like it's basically a powerhead with a sponge attached.

Happychem - it is exactly that. The gimmick is that it has an adapter to fit standard UG tubes, such that the powerhead is used in conventional flow pattern, and the pump is designed to work with a fitted prefilter without loss of efficiency (so as the keeper rinses it regularly). This and its larger cousin are what I have used to drive all my RFUG since they came on the market. Cheap but reliable units. Flow reversal on most reversible powerheads cost you up to 70% of the flow (AquaClear, even without a prefilter in place).
