Generally generic ebay fixtures are hit or miss read multiple positive and negative reviews on different forums.. Oddysea is about the same as well, horrible customer service if it breaks good luck trying to return it. If you can spend a bit more maybe check out current usa they have some fairly inexpensive led's that would be fine for fish only or low light plants.
 
To add to what TL1000- suggested, if you want to go with a lower cost fixture, get it from one of the big places like DrsFosteranSmith. Atleast they'll stand behind if should you have issues.

My BeamsWork 6500K 48" LED hasn't lost anymore than 3 leds at this point, and is growing plants well, but my attempts to work with AquaTraders that sold it to me were worthless. Would I buy another? Yep, but it just wouldn't be from AquaTraders.
 
The Marineland single bright will not handle any plants http://www.drsfostersmith.com/product/prod_display.cfm?c=3578+3733+10704+26109&pcatid=26109 I'd consider going for, cool features not to expensive, if your 36" is a 40b it would be ok for stuff like java ferns. I'd be confident buying either one from Dr Fosters though like Doug said.
