I had guppies way back...have never really seen this happening but if they are put under stress ( be it water quality or whatever ) they can give birth to unhatched eggs..but they're a hardy bunch so it could've just been a once off incident.
Try and move the eggs to somewhere else as smooch said earlier.
at work i couldn't view the pictures coz they get blocked..now that I'm home and actually looking at the pics it safe to say that it's not guppy eggs. Those are way to big. It reminds me more of those sea monkey egg things that you grow and hatch.
Scoop them out, your choice if you wanna keep it in another tank or container..but i usally remove any unknown "alien" material I can find in my tank.
Can't tell anything from the fuzzy pics, but from the descrip it may actually be something moldy. There are aquatic fungus that surround things with a transparent jelly layer.
I was thinking what Toddnbecka was thinking as well. Could it be bits of food with some fungus/mold on it? Hard to tell from description and picture...
