Can I use 2 Ehiem Pro II 2028 filter to setup a saltwater fish and live rock only tank? The tank is 120 gallon. Thanks

If you have enough live rock you won't need a mechanical filter. However if you wish to use the Eheim in addition it should be OK as long as you are very diligent about it's maitenance.

You could use it for chemical filtration, by adding carbon and/or Purigen in there.
