how long could i keep a baby electric blue in a 29 gallon?

what electric blue are we talking about here? there's an electric blue hap, electric blue jack dempsey. If it's a juvenile then yes you can keep em in a 29g tank until they hit about 4"

After 4" it will need a bigger tank, 40g or larger.

If you are talking about the Ahlis (african cichlids) then it would be a no. 75 gallon minimum for life, 55 would be good.
