Enogh Light for my 20L?

I have a question of lighting. I plan to buy a 20L from a local dealer. he's ofering it to me for 58$. this is a good price becuase it includes tank, hood, strip light. i don't think there is enough light but he seems to think there is. is he trying to sell me something or is it really enough? Its takes just a standard flouresent bulb (15 WTs)

EDIT: i want low to moderate light in the way of plants (java moss, java fern...)
 
you will need at least two 15 watt bulbs to grow plants in that tank. I have 2 on my 20 high and it works for the low light plants and some that arnt so low light.

with the lower hight of the long tank the plants will get more light from the same amount of light as I have on my tank so you should be fine with two 15 watt 18" bulbs
 
imho 58$ for that tank is a ripoff.
The tank alone shoudl be about 15$ new, and the cover/lighting makes up the difference I guess...in any case, its way to high.

You can buy full setups up to 55gallon with stand, canopy, filtration, heaters, etc... for like 50$ used on ebay and in most aquarium classifieds.
 
With the lower light plants like the java moss, java fern and most anubias species that lighting will be sufficent, however not the best. 1.5 to 2 watts a gallon would yeild much more growth. I also agree your getting ripped off, 20L's usually run around $20 new, and a Hood shouldn't cost you any more than $25.
