Exact ID On the ram.

What are you feeding him? Bloodworms are a good first choice. Some live brine shrimp or daphnia may perk him up too. And you want to keep the water nice and clean.
The sexual characteristics may become clearer in a few weeks. I'm not convinced it's a male. I have had two bolivians the past couple of years and still am not sure of their sex. Sometimes it is not obvious until a pair form.
 
100% sure it's a male blue ram. It doens't look good at all for the ram. It's colors are really washed but it might not be too late to save. Might want to raise the temp to 92 and treat for heximita (internal flagellates). Add metronidazole at 300 mg per 10g of water and do a 25% water change every day before dosing. You can dose 3-4 times per day but only need to change the water once per day. Dose for 5 days and you should see great improvement. Add an extra air line to the tank for better aeration. Metronidazole is much more effective at higher temps and rams can tolerate low 90's.
