Well because I was thinking of just keeping a 80watt shop light that i bought on it...but I also have 2 15 watt lights fixtures that came with the aquarium that i could also put on the 60gal which comes out to 1.83 watts...But i dont know if its worth adding if it cause my light bill to go up too much

That is not too low. Most plants will do OK in that light.
Grow very fast....well that is different.
The 80 watt shop light is OK, but is it too long and lossing light at the ends?? That would make it less then the total of 60. Also make sure you have the right "plant" bulbs.
It doesnt hang over the tank if thats what you mean...its actually right on the black trim of the tank...i am using full spectrum daylight bulbs....so you dont think that the extra smaller fixtures will help? I actually thought if would...hmm...i thought the more light the better...
very nice plant but i looked it up and it says it needs medium to high light......I have another question when they say low, medium, and bright light how much is the wpg for each? so i can get a better idea......
I don't think there is a hard definition of what wattage constitutes low, medium or high light. Depends on the type of lights ,the reflecters or lack thereof, and the depth and size of the tank.
Judging from your description I would say your lighting is Low/moderate. You should have success with most plants broadly described as low or moderate light plants. The ones you already chose are great. Val is another possibility as a background plant. Java fern would do very nicely in your tank although it is not a very fast grower.
I've had rotala indica grow really fast in my tank. It's actually growing fast and my other plants are growing rather slow. I only have about 1.5 watts per gallon. No special substrate, just regular gravel. Through some root tabs in there.
