Filter GPH

If the rating on a filter is 100 GPH and the water flow rate on the filter is adjustable, does a 100 GPH rating refer to the low or high end of the water flow rate adjustment? In other words, is 100 GPH achieved when the water flow rate is at maxium, minium or somewhere in between?
