You can leave it. Old, exhausted carbon will just become another bio-media for bacteria to grow on....and no, it will not leach toxins back into the water.

You could try the Top Fin Bio 3 cartridges instead of the BioBag. This cartridge is made up of a Bio sponge and a disposable carbon filled filter bag. This is what the product description for this says:
