I think that my filter in my 10 gallon rcs tank is not strong enough so i was thinking can i have a filter rated for a 20 gallon in a 10 gallon???

yes sure. i always go for double filtration than the tank size.

I would keep that filter and add anouther small filter, two filters are better than one.

I would keep that one but everytime that filter has less and less water coming out and i clean it and in less then 3 days its back to the same thing...
