Looks good, I think you will be fine with the dry start and light. I'm foot the same thing in a5.5 gallon tank with hc and ug mainy because hc and ug are a pain to plant under water (I've tryed it and that never stAyed down, the one time I was able to keep it down was in sand)

These days I wouldn't work with HC unless I used the dry start method, hate trying to plant those things in water. Dwarf hairgrass also works very well with the method.

HC doesn't require that much lighting, will grow fine with 2wpg with CO2. I haven't found a plant I haven't been able to grow at 3wpg with CO2, so I would consider 3.5 high light.
