First planted tank, plants dying :(

The plant I wasn't sure what it was completely died off. The ludwigia still has only a few small leaves, but they're slowly coming out at the joints of the stalk. The wisteria is still growing back slowly, but leaves are only growing at the top so I have loooong stalks and it looks kinda funny. Is it safe to cut them off a couple segments below the top and re-plant, or should I just leave it alone?

I also got a bunch of low light plants and a forest of java fern from customdrum, so my tank is looking a lot nicer now :)

I would "pinch-off" those lower "leaf-less" stem and then replant. No use for the plant to waste energy on those stems.
 
I planted my 20 high out and I'm pushing over 4 watts per a gallon. By the way I've found that the 6700 work better for growing them out and I have a a 10k in the front of my fixture to bring out the colors. All my plants died back and melted out the first week they were in the aquarium while they adjusted to the lighting and water, and how they have just taken off.
