Chorlamines might be the problem. I know here in Tampa Bay area they just started adding chorlamines to the water so now you have to treat it before putting it in your tank. If you don't the fish go belly up quite rapidly. I use Amquel to make the water okay for the fish. Tallahassee may have started to do the same thing in the last 4 months.
