I have a betta in a 3g with a filter....he is totally fine and builds bubble nests all the time (meaning he's happy).
I'd go with a betta or some shrimp (ghost, cherry red...) or some male Endlers or a couple African Dwarf frogs. 2.5g is really too small for anything other than those options.
