Could it be that a tank with no substrate is throwing a reflection and disorienting the fish? How big is the tank? Are all the fish swwimming on their sides? What filtration are you using? Just going through possibilities...
This was the first thought I had, but PH should not be the same unless chemical buffers are being used regularly. I wouln't rule it out, but I am skeptical due to mathing ph numbers.I wouldnt be surpriesed if it was OTS (Old tank syndrome) where the gh kh and TDS (total dissolved solids) gets sooo bad with no water changes that when you do change the water or move them to a different tank they are so stressed because of the different water quality that it hurts them.
