Fish stuck in bubble ladder...Every happen to anyone else?

my fish had a problem wiht that. you can put some kind of a screen all around it or over where it is making the fish get stuck. the only problem is how to stick it on. i think you might be able to use like suction cups orsomething but i don't know

I am setting up a large tank now that doesn't even have room for that huge thing near the plants (rocks in the way). I was wondering if this one would work with bio-style CO2 system? The only issue that I see is that one site said that it has media that has to be regularly changed... I don't know what the heck they are talking about though??
