Fishless Cycling Question

Its been about a week now since setting up my 1.77 gal and started the fishless cycling. Since not being able to find Pure Ammonia I decided just just go ahead with cycling with Alge Waffers. Slowely but surely the Ammonia level has finally reached 2 ppm, but no signs of Nirties just yet. Anyways, My waters getting extreamly cloudy! I was afriad maybe I had added TOO much food, but Ive only put 3 small waffers in the tank and I know since I have no fish in the tank I need to keep trying to produce more ammonia. I was just wondering if the water would clear up?

The algae wafers maybe causing the cloudy water since it is such a small tank and they are just desolving...or like said above might be a bacterial bloom
 
Yes, three of the smallest alge waffers. I just tested ammonia again and its finally at the highest it can go! I have been testing for nirtites but still nothing yet, ill keep at it. Only thing im worried about is if I keep testing like I am everyday, im afraid Im not going to have much water left. Its already got down a good amount. Is it safe to add more water while its cycling as long as I dont take any out?
