Would no gravel cause the water to become very cloudy and not clear up even with chemical solutions?

If you are experiencing this then it is likely you have a bacterial bloom in your aquarium. If you type in "aquarium bacterial bloom" on google you should get information on it.

was it a bacterial bloom? new tank?

if it is a bacterial bloom on a new tank, good news, you're tank should be almost cycled.
