I would think maybye its diatom algea, do a search on algeas and look at them and there pictures online, maybye you will see one that looks' like yours. I would say add water flow,l but you saying its coming from the power head, wow .. interesting . let us know what you find . do you have co2 ? what are your lighting >? and specs > ?
