Fluval 304 help needed...(Geting frustrated)

This Fluval 304 I have would not start/restart to save the world. Is there some kind of procedure I should go through other than the one in the manual? I prime it, turn it on, nothing happens (most of the time). The only time I started it was when it was on and I sucked through the "out" pipe till water started flowing out. This seems to nolonger work anymore. It's a used filter, not brand new... Thanks for the help in advance.
 
Yes, when I got home I opened it and made sure everything was there and in what looked to be in working order. It looked like everything worked but now it wont...
 
Turn it on then prime it. Make sure the intake is lower than the return. Good luck.
 
Be certain you hooked the input and output lines right -- if you crossed it, it will not ever start

Look to see if connections are leaking, check each part of tubing

Be sure that there are no loops in the lines, particularly input line, that trap air, very hard to pull that air down into the filter and out the output line so unit stalls

Be sure that impeller cover is locked in place, if it is loose, there is no way for impeller to push water up to tank on output
