my bolivian rams just put the food in their mouths, and spit it back out 5 sec later, is it that they dont like the food?

What kind of food, and how long have you had them?

i got them yesterday, they are starting to eat now, but is their any special way to get them to come and eat off the top? because they just sit down low and wait for the food to sink.

yeah thats what i thought, but is there any special way to train them to eat off the surface, or will they just do it naturally?

It will take a few days for them to get used to thier surroundings. This hobby is a test of patience. They shoud be more active with time, but they won't just lounge at the surface eating slowly. My cichlids don't like to go to the top of the tank at all. They want to hide at the bottom and "hunt" the flakes at the top. After a quick dash to grab a mouthful, the go back to thier hiding spot.

Since you just got them, it'll take a little while for them to recognize you. Once they recognize you and associate you coming up to the tank and food, each time you pass the tank, they'll start swimming up to the surface and following you from end to end! All of my fish do that.
