is it possible to make a magnet bottom that would cover the whole bottom of the tank so then you can make magnet plants that would stick to it so the fish would be able to move them but not make them float.

I'm sure you could, but it might be more cost effective to just glue magnets to the bottom of each individual plant and then put the other magnet on the other side of the glass. You could use any aquarium safe glue or silicone.

What I do with all my fake plants as soon as I get them is run a zip tie through all the tiny holes of the plant ends and tie the zip tie around a rock.
