Is this Overstocking?

I have a 75 gallon FOWLR and Inverts, but im going to upgrade to a 180gallon soon (like Dec). I would like to plan out what I will be getting earlier on so I can organize better. I realize my plan may be over stocking but these are the fish I would like to put in the tank
all sizes from www.liveaquaria.com

1 coral beauty=4" already have
1 Purple firefish dartfish=3" already have
2 true perculas clownfish= 6" already have 1
1 Royal Gramma Basslet=3"
1 Scooter (though maybe not) Blenny=5"
1 Mandarin=4"
1 Golden Butterfly=9"
4 Oranged Lined Cardinal Fish=10" (Ive heard they school so i was thinking a school of fish would be neat though if they dont school Ill take them off my list)
1 Bicolor or Foxface Lo=7"-9"
1 Yashia White Ray Shrimp Goby=3"
1 Hippo Tang=12"
1 Sixlined Wrass (Though I may change that)=5"
Equals=80" inches of fish

If I need to change something I will. The Mandarin and Scooter Blenny should be fine because I will learn how to breed copepods and other stuff. Yes I realize this may be overstocking in a 180 gallon. Tell me what I need to do.

I don't think it would be overstocking, as long as you have sufficient rock for filtration.

One the mandarin/scooter--pick one, instead of having both. Wait until the new tank has been up and running for 6 months at least, with some piles of rubble rock to encourage pods. Scooters and mandarins are both dragonettes, and eat the same things. They will fight, so having one or the other is a better plan. Also, I would skip the wrasse--they will compete for pods, never a good thing.

Make sure to get the smallest clown you can find--this will increase the odds that you have an undifferentiated fish that can turn male with your female.
 
I figured that with the Scooter and Mandarin though I thought I would put either in their after a year or so. I didnt realize that wrasses will eat copepods. Somebodies web site explaines how to breed pods, brine shrimp, rotifers, etc... so I figured if I was going to get a dragonet I would learn how to do that. Thanks
