@mr. Chambers... Put them directly in the flow of the filter if you have an HOB. They shoot down and mostly the fish get to them before they float back up.

Thank you, Lauren. That will get them down to tetras and the like, but not to corydoras and other bottom feeders.
I've now tried soaking them in a small amount of water overnight in the refrigerator, and it does seem like more of them actually sink to the bottom where those fish will get some.
