The forum belongs to the North American Native Fishes Association. There are a lot of people there that are knowledgeable with US-native fish.

Read all the regulations on that page.

Johnny darters are considered an unclassified species and you have to apply for a special permit and be approved to sell them.

Applications for licneses to sell bait are on that page. If in doubt write to the DNR and ask if you can specifically catch and sell that species and what specific permit you need to apply for to do so.

I would also reccommend checking the status of the species in Ohio, to be sure its not endangered, or protected

Johnny darters aren't protected or endagered.

But the rules seemed vague as to whether you are allowed to sell them when wildcaught.

HUGE fines can be issued for people that break those laws (and I have seen it happen). So don't sell without checking.
