Someone already makes them...Blimey English

This company makes freshwater protein skimmers...no salt!:

Upon further reading I have found FW protein skimmers seems to be most viable in densely populated situations (coy ponds, fry raising, and comercial fish farming) or in a freshwater environment containing high amounts of disolved organic materials. I am in the first stages of setting up a 29 gal planted FW tank with a comunity of schooling fish all yet to be determined, and I wonder if I will experience elevated levels of organic compounds? --high enough justify running a fw protein skimmer? I certainly won't overstock just to see to the ends of running a FW protein skimmer.

Those freshwater skimmers require 1000 and 2000 mg injection of ozone to supposedly work. Don't waste your time. It will not work.

Snipped off their website in the chart if you scroll down.
Ozone Req. (mg/hr)
Sander Freshskim 200 1000
Sander Freshskim 300 2000

I doubt all of this, I would just rather stick to my routine water changes to give me peace of mind knowing my aquarium is clean.
