Living in Phoenix, I get this too. Do a partial water change and lower the temp of the water by putting in cooler water.

Repeat every 6-12 hours. However, that may not be neccisary if you also do the other things mentioned.
 
I used to get this problem with a 125 gal over heating in summer. To cool things out in the heat of the day, I'd drop in a 2 liter filled with frozen water to chill the tank. Then again, I was home at the hottest part of the day to do that. Might try something like it on a smaller scale? I think the fan/evap might be your best bet.
 
I've never tried it myself but if you wanted to diy a filter you could build a large bio-tower were your water trickles down over lets say a 6" pvc tube or similar. At the base you could have a T and have a line comming in with a blower that will blow air up through the unit while water is dripping down. Should get alot of evap (depending on relative humidity of course) and with that evap youll get a cooling effect. Of course youll probably evap off quite a bit of water which creates other issues, but this is just one possibility. This is actually a design I got years ago when I was into overclocking computers. I was going to make a liquid cooling system and incorporate one of the 'nuclear tower' coolers as they were called.
 
In regards to the oxygen problem, try a small airstone to create more surface agitation. Good luck! Even with AC, I lose a couple few gallons in my tanks between water changes every few days . . . . 'course, AC dries out humidity.
 
The water will only get as warm as the room temp, unless your room is 95 degrees the heater is malfunctioning, pumps and lighting may add some heat but only a degree or two........:)
