Could anyone tell me if certain plants can survive both in water and out of?

Aquatic plants are hard to find where i live but normal garden plants arent.
 
Very few will survive completely submersed in water. They will hang on for a while--terrestrial plants basically go into a stasis, living on their reserves until they run out, then begin to decay and fall apart. You can have many plants with just their roots underwater--many ivy, spider plants, elephant ears, and such will do fine this way. If you have a canopy, it won't work well, but an open topped tank works very well as long as there is adequate light.

Another option would be ordering online--there are several places that are good. www.aquaticgardens.com and www.aquabid.com are 2 places I've ordered from--aquabid is like ebay for fish, so you have to consider the sellers reputation.
