Getting a new tank

ok so i have been looking up about uv sterilizers and i figure if i have enough money left over after i have got the tank there is really no reason not to get one sounds like more of a piece of mind than anything else but i am having a little trouble understanding if i did get one what size i should get, it seems to rely not only on what tank you have but on the GHP your pump is as well.
 
A Brief Description on what I am hoping to achieve here

This system is going to do automatic water changes for me
I have permanent water coming in and will be using the drain like a siphon so basically I will have an irrigation timer running the float switch which will open and close the solenoids.
First of all I will fill up the tank mark it where I want the water line to be then drain 30 litres into a bucket put another mark then set up the float valve to these levels.
Then I can set the irrigation timer up so on Monday at 5:00 till 5:10 the irrigation timer will come on activate the float switch which will open the solenoid and drain 30 litres out of the tank.
I will have the irrigation timer come on again at 5:11 till 5:21 which will operate the float switch again open the solenoid and fill the tank back up to the full mark.
As a double precaution for the fill so it CANT overflow because the main water supply coming in is connected to my irrigation line for my garden there is not water pressure there all the time only when the garden is getting watered so I will time how long it takes to fill the tank on average and let’s say it takes 3 minutes I will get the irrigation float switch to activate 3 minutes before the one that turns the garden off turns off so I have 2 measures of protection there.... sounds good anyway lol. Best thing about where I am I don’t need dechlorinator unless I do a MASSIVE water change because the water is PERFECT here (I know lucky me right) i will be doing 2 or 3 of these water changes a week all depending on water specs obveasly

I have also heard its best to put plastic at the bottom of your tank to stop the rocks scratching the glass and when I go to get sand out it won’t scratch it wither anyone else heard that or tried it?
I do a lot of work away from home my missus doesn’t mind feeding my fish but won’t do water changes hence the setup J
Oh and if anyone has got or used the CaribSea Tahitian Moon Sand can you let me know what it’s like and how easy it is to clean.

This should just about cover everything (I think) I am going on holidays in 2 days will be back early Jan which is when I pick up the tank (excited I tell you)
