Getting Blue Rams to 'Color Up'

Bolivian rams get upto 4 inches long and are not suitaqble for a 10G tank. :(

I would get German blues. They stay 2 inches and are much prettier. With the fish you have, i would get at least 20 or maybe 30G tank. :)
 
I didn't know bolivians got that big, :( that pretty much ensures I'll have to trade them in...at the moment, they're only 2.5-3".

Your suggestion that I get a bigger tank implies I am overcrowding...In your opinion is this the case? Note, I do have a 15 gallon tank, not the 10, and I do 20% water changes weekly. I'm anxious to hear some advice on apropriate stocking of my tank...

Here's the sizes of my fish (body length only)

Platies: 2", 2" and 1.25"
Ottocinclus, 1"
Bolivian Rams, 3", 2.5"
Clown Loach, 3.25"
USD Catfish, 1.5"
(I was planning on trading in the Clown Loach for a trio of marbled hatchets, they get to around 2")
