If there's a basement...I'd be super careful about how you arrange those tanks. Not to discourage you, by any means, but you're talking some 1000 pounds just for the 2 55s and the 40b.

Water is not very expensive, and his apartment may be on a well up there. Electricity will go up, but hob filters consume less power than light bulbs most of the time. I dont know about canisters tho.
The fish hoarder, LOL. Good to see you got the tanks! Some test kits too, that'll come in handy.
