get a hose for the pump, then get a bigger hose, use the bigger hose to sipon water from the top tank to the bottom tank. and use the pump to pump water from the lower to the higher tank, if you have too much water flow from the pump, tie a knot in the hose, need less water flow? tighten the knot, need more water flow? loosen the knot.
If you do this, you are going to cause a flood.
Either the top tank will drain faster than the pump is running, and the lower tank will flood (same thing will happen if you have a power outage).
Otherwise the pump is going to run faster than the siphon, and the top tank will over flow.
You really would need to setup a proper over flow to keep them one above the other. Hoses or regular plumbing is asking for a flood (even if it is only 2 gallons).
The other cheap option would be to set the tanks next to each other, and plumb them together. Then water would travel between the 2. You could even setup a filter that picked up from one, and dropped into the other.
