Rams are pretty much bottom dwellers IME. I wouldn't put that many cordobas with them in that size of tank. I would also skip the red phantoms and get something a little bit more peaceful, like glolites, lemons, neons, or rummy nose tetras.

I'm thinking of setting up a tank (eventually) with a pair of angels as centerpiece. What is a good size, arrangement, mates, etc for angels?
You'd probably be better off starting your own thread in the angel/discus thread to get advice from those more experienced with angels.

Well your setup looks perfect for cichlids, but you could move some stuff around and like ptrick said, have a crayfish or some sort of invertebrate. But i though that puffers and gobys had to be in brackish water when they are young and then into full marine as adults?
