If you're saving up right now, here's what I'd aim for:
Two 25 watt metal halides, two fluorescent (either PC, T5 or VHO) actinic (blue) lamps. That will give you enough light for any coral you want, and the actinics will give the polyps a good glow. That will run you about $700 for a complete setup, less of you assemble it yourself.
For less money you could go with a T5 hood for about $400, or a PC hood for about $200. These would certainly be adequate for zoanthids, but would limit other possible corals.
