It appears as though my glowlite tetra keeps chasing around the raspora that I've had in my tank for a while now. I added the glowlite about a week ago. The raspora seems to be always in hiding. Is this normal? I was told when I purchased the glowlite tetra that they are both peaceful community fish and would be fine together. Sometimes I have to net the glowlite when feeding because the raspora won't even eat ?

How large is the tank?
Both glowlights and rasboras (I'm assuming this is a harlequin) do best in groups of 5 or more. They are peaceful, but tend to establish a bit of a pecking order within the group; sometimes when there are too few individuals they'll do this with others - your glowlight is probably telling the rasbora who's boss, and without other fish to spread the bickering around the rasbora may end up really being picked on.
If you've got the room, I'd suggest adding a few more of each type of fish (or taking one back and getting a few more of a single type). This will make them feel much more comfortable in your tank

I have a 3 gallon (so I think i'm at capacity) - I used to have 2 rasporas but the one died recently so i replaced it with the glowlight. I also have 2 ADF's in the tank but the glowlight doesn't bother with them - do you think i should take him back and get another raspora??

Ah, sorry, didn't realize it was a 3g. Might be a good idea to keep either glowlights or rasboras, rather than one of each - they really do feel better with company.
Try to upgrade to a bigger tank. 3g isn't sufficient for the schooling behaviours of schooling fish such as tetras or rasboras. Plus, they should be kept in groups no smaller than 5 and the more the merrier.
