Glueing shale

What would you use to glue shale rocks together?

I've tried silicone and aquarium epoxy on shale and slate, and while silicone worked better, neither lasted very long. Both eventually fell apart.

Epoxy works best for me, not liquids, but the putty-like materials. Silicone sealants have a very short life as "glue" on most rock.
